David Leys
Of Counsel
David Leys is Of Counsel at IntLaw Consortium LLP. He is a distinguished international lawyer with experience in international trade, corporate and commercial law, intellectual property, competition law, and emerging technologies.
David advises multinational companies and international organizations on complex transactions, corporate governance, compliance strategies, and cross-border disputes. Among his professional mandates, he has represented Fortune Global 500 companies, industry associations, and international organizations in matters involving trade remedies, competition investigations, regulatory compliance, and international transactions, and he has appeared before Belgian trial and appellate courts in commercial and intellectual property disputes. His practice also extends to the cultural and creative industries, where he has twice participated in the Marché du Film at the Cannes Film Festival, advising on licensing, partnerships, and non-disclosure agreements.
David combines professional practice with academic excellence. He is a Doctoral Researcher at the Université catholique de Louvain, where his research focuses on the regulation of global trade in the digital era, with particular emphasis on 3D printing. He is currently a Visiting Scholar at Duke University School of Law. He also serves as Professor of Economic Law at the Haute École Francisco Ferrer and at the Enseignement de Promotion et de Formation Continue (EPFC) in Brussels, and he has lectured internationally at the Université officielle de Bukavu in the Democratic Republic of the Congo and at the Haute école de gestion Arc (HEG Arc) in Switzerland. His academic work has been published in leading international law journals.
David holds LL.M. degrees from Columbia Law School and the College of Europe, after earning his Law Degree at the Université catholique de Louvain. He also pursued studies at the University of Copenhagen and completed a bilingual Bachelor of Law at the Université Saint-Louis.
David is a Certified Information Privacy Professional/Europe (CIPP/E), is fluent in French, Dutch, and English, and is a member of the Brussels Bar. He actively participates in professional and academic networks, including the College of Europe Alumni Association, the Columbia Alumni Association, the European Law Institute, the International Association of Privacy Professionals, and the University Foundation in Brussels. Among other distinctions, David has been recognized by The Fortune Leader as one of Europe’s most influential legal professionals in 2025.
